ESG | MENAC issues new Recommendation: stronger internal RGPC monitoring

Background

The National Anti‑Corruption Mechanism (MENAC) has issued Recommendation No. 1/2026, reshaping the monitoring framework under the General Regime for the Prevention of Corruption (RGPC).

Scope

The new Recommendation revokes Recommendation No. 7/2024, ending the obligation to submit monthly reports to MENAC and shifting towards internal monitoring, with frequency set by each entity.

MENAC now provides an internal monitoring template to be used by the compliance officer to record irregularities and corrective measures.

This recommendation is pending publication in the Portuguese Official Gazette.

Impact

The objective is to strengthen the effectiveness of integrity mechanisms, reducing bureaucracy and reinforcing internal evidence.

For ESG and governance purposes, this change increases the need for robust documentation, integration with internal control systems, and alignment with the annual Risk Prevention Plan report.
